A bill that climbs every spring and settles every autumn points at irrigation, either a genuine leak in the system or a controller running longer than anyone realizes. A bill that steps up once and then stays high points at a continuous failure: a service line, a slab leak, or a toilet that never stops filling. A bill that spikes for a single month and returns to normal is usually a one-off, such as filling a pool or pressure washing.
Most utility portals show a year of usage history as a chart. Look at the shape before you assume anything: it frequently identifies the culprit before anyone opens a toolbox.
Slab, crawlspace or basement: it changes everything
The foundation under your house decides how long a leak can hide. It is the most useful thing to know before anyone comes out.
Slab on grade. Supply lines run through or under the concrete. A leak there can run for months producing nothing but a climbing water bill, until a warm patch, cracked tile or damp carpet finally appears. These are slab leaks, located acoustically, through the concrete.
Crawlspace. The pipe is accessible, so a leak usually shows within days, but that same exposure makes the pipe vulnerable to freezing after a hard Marietta winter.
Basement. Water shows quickly, but in a finished basement it has already traveled along joists before appearing, so the ceiling stain is rarely below the actual leak.

Once the leak is repaired, your water utility may credit part of the inflated bill, but only if you can prove what was wrong and what was done about it.
Cobb County Water System allows a partial credit once in a rolling 12-month period, applied to no more than two affected months. The county describes it as "a partial offset of the costs associated with certain plumbing failures, not to fully compensate a customer for the costs of a leak." You need your account address and number, a brief explanation of the leak, and a plumbing repair receipt, a receipt for parts, or at minimum a letter explaining what was done. Pool leaks also require the pool volume, and you keep paying the bill while the claim is processed.

Get the paperwork before the job closes. Once the slab is repoured and the trench backfilled, the evidence is gone and the application is much harder to support.
